You have to use https://libguides.ntu.edu.sg/ieee to access IEEE Xplore database as NTU Library's databases are accessible via proxy links only. They are not accessible by IP  or network authentication.

You can view a list of our subscribed databases and the proxied links in this list. 

Additionally, if you directly using the article's URL, you can install and apply the LibBookMark. This will apply the proxy on the link and you will be able to access the full-text, provided that we subscribe to the journal.
