No. You could still fill up a DMP even when your project data is of sensitive nature.

You do not need to disclose any sensitive aspects of your project data when completing a DMP. There are sample texts for the relevant question (Q5. Management of sensitive data) in the NTU DMP template which might give you some idea of what other researchers say in their DMPs in regards to the management of sensitive data.
